Africana Destiny: Infrastructure and Debt


The real obstacle is not the will of some and the desire of others, but rather the complementary and competitive organizational structures where the settling of accounts takes place at the end of the barrels of rifles as well as missiles, and this system of sharing and catching up, I designate as Capitalism riding over obstacles with a whole armada of sky, on land as well as under the sea, and facing a conciliatory and complementary Subcapitalism where the modernization of the means of production, distribution and transfer as well as the reception of relative added value is conducted with a view to operational complementarity and financial and security synergy.

Thus the three pillars of the relationship between Capitalism and Subcapitalism translate into a harmonization of the terms of trade at all levels, including the accumulation of capital and the budgetary allocation of States using external debt as a positioning in the international division of manual, robotic, and technological labor for both intermediate and primary products and everything manufactured between these two poles of productive and socio-economic specialization.

Africa hosted foreign companies, aid missions, and consultancy firms, often led by former Western officials acting as lobbyists or “Trojan horses” to broker contracts, and compensation was distributed among them first. So locals and foreigners had their hands in the same honey pot

Now, these intermediaries are bypassed. African leaders—whether elected or installed—are summoned directly to the symbolic center of Central Capitalism, where legitimacy is conferred not through governance, but through compliance and corridor facilitation

This is not a partnership; it is a performance of proximity, where standing near the “Grand Manitou et Great Euro Toubab-Presidents” becomes a transactional ritual. The leader’s stature is measured not by domestic legitimacy but by how well they align with extraction logistics and geopolitical choreography

A spiral of external debt does not create sustainable employment; it reduces investment in human resources and subordinates business development to interest and debt service payments. China Signs $1.4bn TAZARA Revamp Deal as US-Backed Lobito Still on Paper

While the much-publicised US-backed Lobito Corridor rail line into Zambia’s Copperbelt remains largely on paper, China has moved decisively by signing a $1.4 billion agreement to revamp the historic Tanzania-Zambia Railway (TAZARA).

The deal, struck in Dar es Salaam, will modernize the line connecting Dar’s port to Kapiri Mposhi in Zambia’s Copperbelt, a critical artery for copper exports. For Zambia, this is more than just a rail upgrade—it’s about securing reliable, cost-effective logistics that can unlock mining growth and regional trade.

The contrast is striking. While the Lobito project holds geopolitical appeal and promises a Western alternative, China has once again shown its strength in swiftly converting intent into implementation. This proactivity underscores Beijing’s deep understanding of Africa’s infrastructure needs and its appetite for long-term partnership.

Both routes are vital for Zambia. The Lobito line could diversify export markets toward the Atlantic, while TAZARA’s revamp reinforces the traditional Indian Ocean route. Together, they provide Zambia with strategic optionality in global trade.

For now, the clear takeaway is simple: Africa needs less talk and more action. And in this case, China is already laying down the tracks.

Updated addenda: Lobito Railway Corridor and Angola Port

The Lobito Atlantic Railway has successfully exported the first shipment of copper from mines in the Democratic Republic of Congo to the United States of America.

Lobito Atlantic Railway began exporting copper from the DRC to the United States. Lobito, Angola, 22 August 2024 – The first shipment of copper destined for the United States left the Port of Lobito, Angola this week loaded onto the MSC SAMU container vessel.

The cargo of copper cathodes is headed to Baltimore after arriving by train at the port of Lobito in Angola on Aug. 19, part of a consortium with a concession for the line.

The six-day rail journey demonstrated “the time-efficient western route to market that is now available for mining products and metals produced in the Congolese Copperbelt,” the trader said.
