There is nothing new in the actual development of China for me, and it is not at all surprising to me:
The limit is not the sky for China
In 1978, I said: “Nothing will stop China, even its internal contradictions.”
In that year, with the China Modernization Move by Deng Xiaoping, I defended an Essay at the end of the Academic year at Sciences Po Grenoble that China is the Model for Southern Economies and Africa to be able to turn completely the colonial page and to take a modernization path that can lead to its emancipation and self-resilience and real independence. This happened just a year before it became Diplômés Sciences Po Grenoble
The entire audience gave me an ovation, but the Assistant-Prof destroyed my dreams to continue this research in Brighton in the UK, he just drowned me down to lose a year and not pass and go to the next level of my studies. I had to redo the same year and lost all the financial support I received as a little grant and living in the University Residence, and even my own life was turned upside down. A castle of cards shaken by the most far-right and fascist individuals that existed within these walls of Sciences Po Grenoble and Université Grenoble Alpes University considered at that time the most progressive in France
Il n’y a rien de nouveau pour moi dans le développement actuel de la Chine et cela ne me surprend pas du tout :

L’ensemble du public m’a ovationné mais l’Assistant – Professeur a détruit mon rêve de poursuivre ces recherches à Brighton au Royaume-Uni, il s’est simplement noyé pour perdre un an et ne pas réussir et passer au niveau supérieur de mes études. J’ai dû refaire la même année et j’ai perdu tout le soutien financier que je recevais comme une petite bourse et le logement à la Résidence Universitaire, et même ma propre vie a été bouleversée. Un château de cartes ébranlé par les individus les plus d’extrême droite et les plus fascistes qui existait entre ces murs de Sciences Po Grenoble et de l’Université Grenoble Alpes considérée à l’époque comme la plus progressiste de France.

The China Model of Development outcome also took place in the high-tech industry, leading China to become one of the prominent sources of advanced technology innovation and transformation. This leap forward took place during the successive administrations of 5 Presidents of China, unprecedented in the history of economic and tech development for a country considered an underdeveloped economy, a communist pariah state without any capital orientation.

From 1977 – 1978, during my studies at Sciences Po Grenoble during the year preceding my graduation, I already knew that Africa should find its own way outside the beaten paths and tracks of neo-colonialism.
In this sense, I supported a research work on the urgent need for Africa to completely turn the page on colonization and neo-colonialism and to direct its resources towards the Chinese Model of Development. Practical work, at the level of the socio-economic and financial development of African countries, I advocated the reduction of strategic alliances of Western and Soviet powers in favor of the direct construction of bilateral relational bases with China.
Thus, Africa should continue the application and adaptation of Chinese methods at the level of the establishment of an Authentic National Development aimed at the progressive removal of any colonialist metropolitan vigilance and any outward-looking development strategy exclusively oriented towards the satisfaction of external requests.
For this, on the eve of the 1980s, Africa should therefore launch economic programs aimed at rebalancing internal deficits at all levels, in particular by discarding any orientation or strategic advice seeking to maintain the legacy of colonialism as an instrument of manipulation. and exploitation of Africa’s human and natural resources. Strategies that are imported with the direct complicity of local ruling elites who collaborated with the colonial system.
Military-bureaucratic and technocratic elites prioritized their respective privileges through the continuation of neo-colonial relations of cooperation, technical advice, and investment. Such relations were concentrated primarily in mining and through the installation of military units on the national territory of military units for security and the strengthening of authoritarian and personal powers. This subjectivation of national interests to the continuation of relations of dependence on former colonial countries was justified and fed by subsidies and financial, technical, and military aid received from outside aimed at establishing regimes in the pay of colonial powers.
Regimes that are continually challenged by opponents of all kinds, since the Heads of State were trained and of external connivance, and had no direct socially beneficial relationship with the popular masses. An African people who are in the continual expectation of real national emancipation, social progress, and economic improvement from the continual and constant deterioration of their living conditions.
To remedy these flaws, I have therefore developed concrete proposals that I included in my presentation at the end of the academic year in the Seminar on Economic Development, and this is a report on my research about Africa.
I was completely quarantined and punished (this fanatic gave me a mark of 9.5 while 10 was the mark to pass to the next year, so he made me repeat the year causing me to lose a year and the possibility of acquiring my diploma and going to pursue my higher studies of Doctorate in Brighton at the Institute of Development Studies.
All this made me lose even my social relations at that time. The Equity and intellectual probity of Sciences Po Grenoble as a haven of the Progressive Left had received by this an unprecedented low blow. As Etudiant Maghrébin, this low blow confirmed what we were receiving in the rest of French society, nostalgic and still traumatized by the decay of colonialist politics and the continued loss of African colonies.
Daring to challenge the status quo and the place of France and the West on the African chessboard showed the true face of this “Colonialist and Fascist Teacher” of the first degree, a vegetable leaf that hid the revanchist colonialist jungle.
Despite all the losses incurred, time and my destiny reveal to me that it was the right position to take and defend, and if I have to do it again, I will stand in the same way and defend Africa as I continue doing it through these lines of thought and desire.

Dés 1977 – 1978 durant mes études a Sciences Po Grenoble durant l’année précédent mon obtention du diplôme, je savais déjà que l’Afrique devrait trouver sa propre voie en dehors des sentiers et des pistes battus du néo-colonialisme.
Dans ce sens, j’ai soutenu un travail de recherche sur le besoin urgent pour l’Afrique de tourner complètement la page de la colonisation et du néo-colonialisme et d’orienter ses ressources vers le Modèle Chinois de Développement. Dans un séminaire de travaux pratiques, au niveau du développement socio-économique et financier des pays Africains, j’ai préconisé la réduction des alliances stratégiques des puissances occidentales et soviétiques en faveur de la construction directe de bases relationnelles bilatérales avec la Chine.
Ainsi, l’Afrique devrait poursuivre l’application et l’adaptation des méthodes chinoises au niveau de la mise en place d’un Développement National Authentique visant l’écartement progressif de toute veillâtes métropolitaines colonialistes et toute stratégie de développement extravertie tournée exclusivement vers la satisfaction des demandes de extérieure.
Pour cela a la veille de la décennie des années 80, l’Afrique devrait donc lancer des programmes économiques visant a rééquilibrer les déficits internes a tous les niveaux notamment en écartant toute orientation ou conseil stratégique cherchant a maintenir des séquelles du colonialisme comme instrument de manipulation et d’exploitation des ressources humaines et naturelles de l’Afrique. Des stratégies qui sont importées avec la complicité directe des élites locales dirigeantes ayant collaborées avec le système colonial.
Des élites militari-bureaucratiques et technocratiques qui accordaient la priorité a leurs privilèges respectifs a travers la continuation des rapports néo-coloniaux de coopération, de conseils techniques et d’investissement. De telles relations se concentraient en premier dans l’extraction minière et a travers l’installation sur le territoire national d’unités militaires et cela pour la sécurité et le renforcement des pouvoirs autoritaires et personnels. Cette subjectivation des intérêts nationaux a la continuation de rapports de dépendance a l’égard des anciens pays coloniaux se justifiaient et s’alimentaient par les subventions et les aides financières, techniques et militaires reçue de l’extérieur visant a asseoir des régimes a la solde des puissances colonialistes.
Des régimes qui sont continuellement contestés par des opposants de toute nature vu que les Chefs d’Etat étaient de formation et de connivence extérieure et n’ayant aucune directe relation socialement bénéfique aux masses populaires. Un peuple Africain qui est dans la continuelle attente d’une réelle émancipation nationale, d’un progrès social et d’une amélioration économique de la continuelle et constante dégradation de leurs conditions d’existence.
Pour remédier a ces tares, j’ai donc élaboré des propositions concrètes que j’avais inclus dans ma présentation a la fin de l’année universitaire au sein du Séminaire sur le Développement Economique et cela comme un rapport sur ma recherche a propos de l’Afrique. Je fus complètement mis en quarantaine et punis (ce énergumène me donna la note de 9.5 alors que 10 était la note pour passer a l’année suivante, donc il m’a fait redoubler l’année me faisant perdre une année et la possibilité d’acquérir mon diplôme et d’aller poursuivre mes études supérieures de Doctorat a Brighton a l’Institute of Development Studies.
Tout cela me fit perdre même mes relations sociales de cette époque. L’Équité et la probité intellectuelle de Sciences Po Grenoble en tant que Havre de la Gauche Progressiste avait reçu par cela un coup bas sans précédent. Comme Etudiant Maghrébin, ce coup bas confirmait ce que nous recevions dans le reste de la société Française nostalgique et encore traumatisée par le délabrement de la politique colonialiste et les pertes de colonies continuelles africaines.
Malgré toutes les pertes encourues, le temps et mon destin me révèlent que c’était la bonne position à prendre et à défendre et si je dois le refaire, je me tiendrai de la même manière et défendrai l’Afrique comme je continue à le faire à travers ces lignes de pensées et de désirs.
Oser défier le statu-quo et la place de la France et de l’occident sur l’échiquier Africain montra le vrai visage de cet “Enseignant Colonialiste et Fasciste” de premier degré, une feuille végétale qui cachait la jungle colonialiste revancharde.

Invited by the Chinese Government to facilitate the international expansion of Chinese companies and to provide training to the leaders of Chinese companies on the requirements of business internationalization and the development of logistics for market-entry, including distribution in Western Europe and the United States of America.
This invitation followed the organization of a 3-month training course that I had prepared in Oakland and Berkeley within the Center for International Trade Development (CITD) in collaboration with academic and professional institutions located in Oakland and Berkeley in the San Francisco Bay and Northern California.
These study and training programs provided to Chinese delegations were composed of businessmen, CEOs, and regional representatives of the authorities of central power and were part of the cooperation agreements between China and the United States.
In fact since 1995, serving as Vice President of the Africa and the International Business Commission within the San Francisco Chamber of Commerce, I have already established direct and consulting relationships with Chinese officials, including Mr. Liu, the Vice-Mayor of Beijing. I also organized the visit of a delegation made up of members of research centers, businessmen, and leaders of the provinces of Yunnan, Dalian, and other regions of China.

Dr. Said El Mansour Cherkaoui, Co-Chair of the Africa Committee at the San Francisco Chamber of Commerce, where he organized visits of African Leaders delegations in California and facilitated their contacts and built their relations with U.S. Businesses investing or seeking to invest and to establish trade relations with African countries.
With the U.S. Department of Commerce Offices in San Francisco, academic institutions, and diplomatic entities, trade representative groups, Dr. Said El Mansour Cherkaoui developed and presented papers at conferences, conducted meetings, and commercial events, and developed new courses, studies, and training programs.
- Organized the Team working on the International Trade Missions within the San Francisco Chamber of Commerce, in the San Francisco World Trade Center, the East Bay Center for International Trade Development in Oakland.
- Organized visits to California and the United States for African Business Leaders, Trade and Professional Representative Delegations from Africa.
- Presented in International Conferences papers and
- Created and Conducted Seminars, Conferences, Training Programs, and Consulting Services on African Entry Strategies for Financial Institutions, International Traders, and Leaders of Professional Representatives Organizations and Academic Institutions.
- Facilitated the contact and conducted interviews of participants and met with the producers, packers, and distributors of agricultural food products in Modesto, Lathrup, and Fresno to evaluate and discuss representing their agricultural products at Trade shows in Morocco, Senegal, Ivory Coast, Cameroon, Nigeria, Brazil, and China.
- Maintained communication and negotiated with Executives at the U.S. Department of Agriculture, the U.S. Food and Drug Administration, the U.S. State Department, and the U.S. Embassy in Morocco.
- Prepared all the necessary paperwork and translated the brochures and pamphlets presenting California Agricultural food products that I represented in Morocco into French.
- Conducted interactions and meetings and made presentations in English, French, Arabic, and Moroccan Dialects with Business and government representatives from Several African Countries, Moroccan business executives, importers, distributors, Government Agencies, Importers, Distributors, and Retailers.
- Traveled to many cities to organize meetings, to present and introduce to Moroccan Executives the launching of negotiations on the Free-Trade Agreement between the U.S. and Morocco.
- Represented U.S. and California Businesses and Investors, with African Delegations and European Trade Agencies.
- Met with Executives of the largest private companies from several African countries, such as the members of the founding of the Ynna Group, the Heads of the Federation of the Egyptian Chamber of Commerce, the Owners and the Directors of the Export and Import Board in Africa.

Global Leverage – China and USA
The United States and China is not about sitting around a piecemeal or an entire meal.
Everything that America and China exchange like food of thought is not really representative of their culinary skills neither the level of their appetite.
Panda Express is not Chinese Food and McDonald is not American Food. They are distorted cultural clones and we can multiply the examples existing between what is served in the street and what is eating at the White House and at 总统府
So putting piecemeal in the mouth of the Biden Administration is not politically correct neither diplomatic adequate given the outgoing negotiation conducted under the table
Chinese diplomats are known for their wise and slow approach that have served them well in achieving gains when decisions are concerned about the building of independence space around China. The diplomatic history of the Modern China was built on patience and perseverance as well as focus on the result not the ways to achieve it
While the modern diplomatic approach of America is still influenced by the doctrines inherited from the Second World War where the function of the “Gendarme” that regulates the content of responsibilities and organizes the traffic around the globe – 10-18 – 2021

Voila je dédis cette chanson a tous nos camarades et nos militants de fierté qui nous ont instillé le sens de l’intégrité et de la foi dans le bien hérité directement de nos parents et transmis à nous par les découvertes de ce monde et des trésors de l’Humanité.

Il parait qu’un Amiral Chinois Musulman est venu visiter l’actuelle Amérique et l’Afrique, avec une flotte pour la découverte du Monde avant que les Européens ne se réveillent de leur siesta-torpeur.

C’est des Âmes pareilles qui ont construit les fondations historiques de la Chine d’aujourd’hui
Zheng He, eunuque chinois musulman, commanda sept voyages jusqu’au Moyen-Orient et l’Afrique de l’Est, qui firent de la Chine la plus grande puissance navale d’Asie dans les années 1400.

La force de la Chine c’est la Diaspora Chinoise dans le Monde et cela, nul ne peut la faire détrôner jusqu’à présent. C’est ce que l’on appelait en Chine durant le temps ou cette diaspora a joué un role primordial dans la mise en place de Mao, c’est les Barons Rouges. Les Américains ne possèdent nullement une Diaspora Etoilée, ils ont les 50 Etats avec des Diaspora Chinoises aussi.
Toute la stratégie commerciale internationale de la Chine tient compte de l’existence et de l’importance de cette Diaspora Chinoise qui datent de plusieurs siècles mais reste fermement connectée à la Chine.

During my research and presentation at Sciences Po Grenoble – UGA and since 1977-78, I have been saying that China is the Model of Development for the entire southern economies, starting with Africa as the first laboratory for implementation.
The China Model of Development outcome also took place in the high-tech industry, leading China to become one of the prominent sources of advanced technology innovation and transformation. This leap forward took place during the successive administrations of 5 Presidents of China, unprecedented in the history of economic and tech development for a country considered an underdeveloped economy, a communist pariah state without any capital orientation.

Said El Mansour Cherkaoui was invited by the Chinese Government to facilitate the international expansion of Chinese companies and to provide training to the leaders of Chinese companies on the requirements of business internationalization and the development of logistics of market entry including distribution in Western Europe and the United States of America.

This invitation followed the organization of a 3-month training course that I had prepared in Oakland and Berkeley within the Center for International Trade Development (CITD) in collaboration with academic and professional institutions located in Oakland and Berkeley in the San Francisco Bay and Northern California.
These study and training programs provided to Chinese delegations was composed of businessmen, CEOs and regional representatives of the authorities of central power and was part of the cooperation agreements between China and United States.
In the United States of America
In fact since 1995, serving as Vice President of the International Business Commission within the San Francisco Chamber of Commerce, I had already established direct and consulting relationships with Chinese officials, including Mr. Liu the Vice-Mayor of Beijing.
I also organized the visit of a delegation made up of members of research centers, businessmen, and leaders of the provinces of Yunnan, Dalian, and other regions of China.
Our prayers and thoughts go out to the valiant Chinese People for their recovery and for that of the People of this World currently suffering from this epidemic which we hope will be banished from all our memories and from our human history by the scientific and divine will, Ameen. 03/30/2020
