Russell Fryer, the CEO of British-listed firm Critical Metals, says that the project will be a boon for the copper-cobalt mine he is developing in Congo.

“We would like to sell our products, our copper concentrate, to Europe or North America,” he says, adding that there is now a “scramble for assets” in central Africa, with Western countries increasingly vying to compete with the Chinese.

The Lobito Atlantic Railway, which stretches over 800 miles, drastically cuts down on transportation times from Congo’s copper and cobalt mining region. The port of Lobito is also situated on the Atlantic โ€” closer to the U.S. and Europe than Africa’s more widely used Indian Ocean ports.

Once completed, the railway line is also due to reach copper-rich Zambia.

But Congo remains the true prize. The impoverished and unstable country has staggering mineral wealth, with some of its richest deposits concentrated around Kolwezi. More than 70% of the world’s cobalt, a critical metal used in electric vehicle batteries and jet engines, comes from Congo, for example. The country is also the second-largest producer of copper.

But despite the recent U.S. push to increase its footprint in critical minerals, China remains overwhelmingly dominant. Its firms own over 80 percent of Congo’s copper mines, according to the Lobito Corridor Investment Promotion Authority. And they enjoy a similarly commanding position in cobalt extraction.

On top of all of this, China’s Belt and Road Initiative has invested heavily in infrastructure, ports, roads, and railways across the continent.

In Kolwezi, the Chinese presence is ubiquitous. Billboards and buildings are plastered in Chinese characters, and the city has a string of Chinese-run casinos.

Most experts view the Lobito railway as only a first step, following years of U.S. neglect of the region.

“It’s just a railway, nothing more,” says Christian-Gรฉraud Neema, a China-Africa analyst and nonresident scholar in the Carnegie Africa Program.

He added that the U.S. can hardly compete with China because it has no companies of its own on the ground. Neither will Lobito hamperthe Chinese industry. Any company โ€” including Chinese ones โ€” can also ship ore via the port.

U.S. officials have stressed that they are not forcing countries to pick a side and that the Lobito Corridor is intended as a development program that will benefit Angola, Congo,and Zambia.

Still, the geopolitical competition means little to most Congolese people, who see little benefit from their country’s enormous mineral deposits.

Congo is seen as one of the most corrupt countries on Earth, ranking 162 out of 180 in the Corruption Perceptions Index, according to the NGO Transparency International.

In Kolwezi, hundreds of thousands of people survive by prising ore out of the ground with rudimentary tools such as spades and picks.

“It’s very hard, it’s very hard,” says Marie Banza Ngoy, a 60-year-old woman who uses a spade and a plastic bucket to pan for chunks of green copper ore, in a stream below an industrial slag heap. For a day’s work, she earns the equivalent of $2.

KOLWEZI, Democratic Republic of Congo

Little about Kolwezi, a small city in the southern Democratic Republic of Congo, hints at its global importance.

Nondescript and ringed by slag heaps, pits, and quarry lakes, the city is home to some of the largest copper and cobalt mines in the world.

Now, Kolwezi is at the center of U.S.-Chinese competition over critical minerals.


Earlier this year, mining firms began shipping ore along a U.S.-backed railway that terminates in Angola’s Atlantic port of Lobito. A massive infrastructure project is focused on this rail line — which is viewed as a bid to counter China’s stranglehold over critical minerals in central Africa.

President Biden is visiting Lobito Wednesday to promote the so-called Lobito Corridor, for which the U.S., European Union, G7, and private firms are mobilizing billions of dollars.

It’s the last stop of a whirlwind three-day trip to Africa โ€” the first and only trip to the continent during his presidency โ€”  and most likely the last international trip before he leaves office in January 2025.

Supported by the European Union, the Lobito Corridor intends also to showcase American ambitions in the heart of Africa. The United States wants to promote a railway linking Central Africa to the Atlantic, China is already building a new line to the Indian Ocean

The Lobito Corridor, strategic in the mining industry’s logistics chain, offers the shortest route for exports, reducing transport times from weeks to days, as well as logistics costs.

Copper and cobalt from Congo are exported to the global market via five ports, four of which are on the east coast of the Indian Ocean.

The Lobito corridor includes the port of Lobito, the terminal of Mineiro, the airport of Catumbela, and the railway of Benguela and will connect the mining provinces in the Democratic Republic of Congo: Tanganyika, Haut-Lomami, Lualaba, and Haut-Katanga.

The consortium selected to operate the Lobito Corridor plans to increase the daily frequency to 49 trains for 30 years. The project also benefits from the support of the African Development Bank, which will contribute 500 million dollars to the overall cost of 1.6 billion dollars.

The Lobito Corridor. The first US infrastructure project to challenge China’s BRI in Africa. I toured the Lobito Port and the Lobito Train Station. Not since the Inga-Shaba Project in Zaรฏre has the US invested in such a large-scale infrastructure. Finally, the US is competing. The Corridor is a game-changer on so many levels. It challenges the dominant Western narrative that Africans do not push back against: China.

It also shows that China and the US can work together in Africa. This story is just beginning. We shall see.

In 2015, the Chinese government stepped in and carried out a $2-billion rehabilitation of the Lobito railway. China is helping refurbish the Tazara railway linking Zambiaโ€™s Copperbelt province to Africaโ€™s east coast in Tanzania. In Angola yesterday, Bidenโ€™s energy and investment adviser Amos Hochstein said that copper and cobalt is โ€œnow going to be switching direction on this corridorโ€. 

But in July 2022, the Angolan government awarded a 30-year concession to maintain and operate the railway to a consortium of European companies led by Trafigura and Mota-Engil, rejecting a Chinese bid.

The Africa Finance Corporation, owned by private companies and the Nigerian government, has promised to try and mobilize $500 million in finance through various instruments to bring the Lobito railway to Zambia. The US government is aiming for construction of that stretch to start in 2026.

The US government has backed the Lobito project financially, with its Development Finance Corporation (DFC) approving a $553-million loan to improve the Angolan section of the railway and add more carriages to the trains.

The Lobito railway was built by a British company in the early 20th century. Although its developers originally planned to reach Zambiaโ€™s copper mines, it only got as far as Angolaโ€™s border with the DRC. Transitioning from fossil fuels to clean energy will require huge amounts of copper to carry electricity and cobalt for batteries. The US and China are competing to source limited supplies of these materials for their electric vehicle manufacturers and Lobito is becoming the rope of discord between the two nations that the highlight was the visit of President Biden at the end of his term, just to mark with white stone, the border not to be crossed by China in the Lobito Corridor.

The war initially erupted when Congolese president Laurent-Dรฉsirรฉ Kabila turned against his former allies from Rwanda and Uganda, who had helped him seize power. Eventually, the conflict expanded, drawing in nine African nations and approximately 25 armed groups, making it one of the largest wars in African history.

The Democratic Republic of the Congo’s trade of gold, tantalum, tin, and tungsten helps finance violent conflict in the eastern region of the country. DRC is endowed with exceptional natural resources, including minerals such as cobalt and copper, hydropower potential, significant arable land, immense biodiversity, and the world’s second-largest rainforest.

Despite vast natural resources, the Democratic Republic of the Congo (DRC) is one of the poorest countries in the world.

War, Poverty, and Foreign Investment to Get Piece of the Mineral Exported by the Lobito Corridor

The war between M23 and the Government of Congo is about the control of the mining, and its revival was reignited following the visit of President Biden to Lobito and the investment of the United States in the Copper mines and the related infrastructure and logistics of transportation, par train, road and port for their exports.

In his first โ€“ and most likely last โ€“ visit to sub-Saharan Africa as US President during the week of  05/12/2024, Joe Biden chose to focus on the planned upgrade of a cross-border railway that is set to take minerals needed for the energy transition out of Central Africa to the coast and on to the United States.

In 2024, the United States launched a country-level strategy to reduce extreme poverty and malnutrition by 20 percent for over 2.5 million Congolese people by 2030, paving the way for $110 million of investment in developing the agrifood system over the next five years.

The White House announced that over $560 million in new funding during the visit of President Biden to Lobito โ€“ including commitments expected to generate at least $200 million in additional private-sector capital โ€“ for infrastructure projects along the Lobito Corridor. US investments now total more than $4 billion, it said, adding that with G7 partners and regional development banks, international investment in the Lobito Corridor exceeds $6 billion.

This gigantic railway project is intended to transport strategic raw materials such as copper and cobalt to the port of Lobito on the Atlantic coast.

The Lobito Corridor is a transcontinental project connecting Angola, the Democratic Republic of Congo, Zambia, and Tanzania, stretching 1,300 kilometers of rails and allowing the United States to situate its interests in a region that has been, for a long time,e more attractive to China’s involvement.
